Biography

Juan Serrano, the Senior Associate of Learning Strategy at PolicyLink, designs and facilitates equity-driven learning opportunities for cities, weaving stronger ties between local governments and the communities they serve.

An educator by training and an organizer in spirit, Juan believes in his power to attach peoples’ broader understanding of race and power to tangible actions that affect change. At PolicyLink, Juan contributes to the Bloomberg American Sustainable Cities (BASC) initiative, helping city leaders, community stakeholders, and partners collaborate on strategies that promote racial wealth equity and climate resilience.

Prior to joining PolicyLink, Juan worked at Equity in the Center, where he guided leaders in philanthropy and the nonprofit sector toward creating race equity cultures within their organizations. Before that, as Gulf/Delta Regional Manager for the Government Alliance on Race and Equity (GARE), he collaborated with jurisdictions in the region to apply racial equity frameworks to local government operations and facilitated workshops for public sector leaders.

A proud HBCU graduate, Juan studied Political Science at Dillard University in his home town of New Orleans, LA before earning his Master’s in Education from Johns Hopkins University. Outside of work, he’s an avid hiker and adventurer, writer and storyteller, and a dog parent to two adorable pups, Pablo and Lola.
